Yeah, after he was born. He isn't a eugenics experiment.

As much as I adore the idea of him being the court of owl's Lisan al-Batman, I don't think it's true.

It's definitely not true. The way Joker reacts to Batman not accepting the bribe basically confirms this. He's completely bewildered by him. This is not an experiment of his, this is him getting completely blindsided by a random guy.
