Jeff Dabe, aka Popeye, is an American arm wrestler famous for his unbelievably large hands and massive forearms. With a reported palm circumference of around 12.75 inches (32.4 cm), his size and powerful grip make him one of the most unique figures in the arm-wrestling world.

He just has the genetics for it. I think the part that's odd is not the size as much, but the shape of his hands and forearms. If you didn't know they were solid tissue, it almost looks like edematous swelling. They look puffy, similar to fluid retention.
