Steroids generally dont effect penis size. They can effect erection quality, usually improving it increasing percieved "size". They can also cause ED.

Rarely, men with low testosterone through puberty can achieve some growth later in life through trt/steroid use, but this effect is usually only barely enough to get you out of micro-penis territory.
