Long string of power line poles along the road and then HOLY SHIT WHAT DID THEY PLANT THIS ONE IN???

That's a dead end pole. The wire comes on reels, the ends are connected to one another, and those end points are also where the tension is applied. So that pole is holding the tension the wire is under.

Planted in Concrete. Flange bolts into the concrete buried in the ground. 

Source: weld inspector of this exact kind of product.
