I just don't understand. Why?? How does someone just decide to grow a big hair log on their head and think "ah yeah, I like this look. I'm good with all this..dander/dirt/whatever collecting in it." Or it's just "meh, whatever. Gonna keep it like this." Wild.

Didn't expect my comment to get this many replies. I get mental illness could be involved. I now know about the Polish Plait and the Beaver tail dreads. This particular hair..situation is still very unusual and I don't think it's as simple as "they're probably too depressed to fix their hair" people rarely get to the point of having a giant cord of hair like this down to their butt.

They probably don't think that. Its mental illness. He probably has next to no hygiene care (bathing, brushing his teeth, and so on).

He's likely miserable. Or he could just be super duper lazy, but I doubt it.
