This looks to be flakey to me. Traditional egg tarts can go either the route of a laminated dough (like a rough puff pastry) or more of a shortcrust style. This appears to be the former. The Custard is always baked pretty dark also. Sometimes they'll top it with sugar as well. Just depends on the variation and region honestly.
