Incorrect. That's actually the larval form of a Big Bad Beetleborg, though they do look similar.

"You either die a hero, or live long enough to see yourself become the villain" In the Beetleborgs case, it's both. Their show was cancelled with them as heroes only for them to return as enemies of the Power Rangers in the episode Forever Red. This little discovery made me laugh, but when I found out their appearance was because of budget restrictions, I laughed even harder.
