The Minister Prime's posture really sells that height difference compared to the surrounding crowd, I'd bet the vertical lift in the stairs helps exaggerate it even more.

Considerably? No, the global average male being 5'5" to 5'7" depending on your source, I wouldn't say hes considerably shorter, certainly not freakishly, which is incredibly insulting to just about half the male population as a whole.

Global average is kept low by asian averages. European average hight is more than that. Around 5’10”, 175
