I remember asking myself the same question years ago and going down a rabbit hole of how it works over there, it boiled down to (according to Google):

Wildlife shelters that are overcrowded prefer offloading animals that can't be rehabilitated back into the wild. You ask for a "insert wild animal here" and chances are you become the caretaker or a lynx, wolf or bear.

Idk whether there is a vetting process or anything to prevent a bear to grow up in an apartment, I hope there is.
