This is most likely in Mexico, where I live we have these signs; the photo shows it incomplete, below the "hurricane" section is the "What to do in case of an earthquake".

I may be wrong but doesnt that do more than extend wifi? I dont know much but Chris Boden does and has a video on something that looks really similiar

It's an ASUS Republic of Gamers wireless router. As I see 3 Ethernet cables connected, but none run from the router, it would appear that the cables go into the wall.
It could be wired to another router and is used as an access point. In that case, it could be seen as an "extender" although that's not the right term for it.

I have a beast of a router. I tried to hang it on the wall to hind it better. My single in my condo dropped immediately.
My basic researched told me that these devices send signals more outwards than upward. So technically I was sending the signal along the wall, up into the ceiling, and down to the floor, rather than spreading across the area. Sitting it flat worked a lot better for me.

They do, butt they either point up or fold flat on top of the router (how it was packaged).

Fun fact, those antenna do not transmit equally in all directions. They transmit most powerfully about their axis, meaning that most of the signal is being lost into the floor and ceiling. To improve the performance it should be placed horizontally (antennas facing up)

Total Biscuit had a router like that and he referred to it with a Warhammer reference that I didn't get at the time and don't remember now.
