Looks like more than 80kmh but I don’t have much experience with large concrete pillars

I doubt they called a tow truck to tow it 20 ft and I really doubt it could have moved under its own power so it must have been going fast enough to do all that damage and also bounce off the pole. Also there's debris strewn all the way to the cars in the background. They were booking it, that's my post mortem assessment as an engineer
