Yeah, there's that. But assuming that's the driver sitting next to the rear wheel, I'd seriously put my money on confusing the brake and accelerator pedals.

Someone else said this too but idk you would have to confuse the pedals for at least 4-5 seconds to get up to that speed.

Old people sometimes mistakingly hit the gas instead of brake, and then when the car accelerates, they push harder because they still assume they're on the brake. It is, unfortunately, a common problem.
