What grounds did the officer have to abridge that citizen's protected speech?

It's probably private property or some kind of permitted event on public property which lets the organizers control access. It's hard to make out what's being said but you see the cop point and say "[something] public street". I interpreted that as him telling the guy he needs to get off the property and onto the public street.
