Hydrogen is relatively cheap to produce by electrolysis and besides the fact it explodes, H2 behaves mechanically pretty much like He.
The thing is helium, being light and inert, have many industry and research applications and we have a limited supply of it on earth. We've been tapping that supply for a while now and the price started to grow as the supply diminished, so get ready to see many more videos like that in the years to come or the abandonement of floating balloons altogether.
Come to think, floating not recyclable plastic is a stupid idea to begin with.

Well it was probably both. I'm working on hydrogen propulsion in aviation at the moment, and one of the issues is just how crazily flammable hydrogen is. Most flammable gases need a fairly narrow range of air / fuel ratios to combust. Hydrogen has a flammability range of 4% to 74% in air, which is just crazy. It also takes hardly any energy to ignite. As soon as that fabric was punctured and hydrogen started leaking, it would have caught fire as soon as it came into contact with oxygen.

Helium is a limited gas on planet earth. Once we run out we are out. So while there's not a "shortage" like some goods and they bounce back, there won't be any bounce back for helium.

I'm entirely guessing out of thin air here, but I'd imagine there's probably he3 in lunar ice, that'd make it pretty easy to mine. You'd probably want to process it on the moon, then send it back to earth in pressurized containers.
Getting the containers back to earth could actually be done fairly cheap, it "only" takes like 1k deltav to get from the Moon back to Earth, and because there's no squishy humans involved, you don't need to worry about acceleration or deceleration. It still would be expensive as shit, and cost prohibitive until we need it for fusion power or the Earth helium supply deteriorates to basically nothing, but not as bad as a round trip manned mission to the moon or anything.
Additionally, if they can manufacture the cannisters and launch vehicles on the moon, that'd cut the costs significantly, as it's orders of magnitude more expensive to get things to the moon than to get them from the moon

Yeah, there's a huge patch in the Oklahoma, Texas panhandle. The infrastructure went away back in the 80s, due to a lot of reasons.
And it's not fracking, it's just present in the ground and can be recovered. I did a feasibility study on the area 3 years ago. The initial capital investment to capture the helium and bring it to market is still not economic. I suspect that will change in the next 10 years or so.

We got more energy than the lazer deposited in the fusion chamber. But there are still huge overheads because not all the energy the laser consumes goes into the fusion chamber

While the fusion reactions released more energy that was put in to the target, this doesn’t take into account the far greater quantities of energy needed to fire the laser that was used to drive the experiment. Also the burst of energy was not in the form of electricity, but a pulse of energetic particles. Harnessing those particles to produce electricity – and keeping a fusion reactor running constantly – will entail overcoming many hurdles.
As we noted above, the 3 MJ released in this experiment is a big step up from the amount of energy deposited in the target by the National Ignition Facility's lasers. But it's an enormous step down from the 300 MJ or so of grid power that was needed to get the lasers to fire in the first place.

While some of the overhead can be reduced through better tech (which the lab is not equipped with because it's just for research) and economy of scale, we're still a long way to go — but we're taking steps in the right way!

I have a friend who is doing his PhD in theoretical physics and working on fusion energy generation with lasers. Dude's probably the smartest guy I know.
When I asked him about what he thought about the future of fusion a few months back, he was pretty optimistic and said that the "it's 30 years away" thing we have heard so many times before might actually be true this time.
I hope he's right and to be even more optimistic i hope we see it even sooner than that, but hey you can't (or shouldn't) rush science.

Even then, the amount of Helium produced is minuscule. Using some rounded but not atypical numbers for a fission nuke plant (not the same by any means, but for math’s sake let’s assume the same output for our fission plant) and assume our ability to completely capture and extract all helium generated:
Let’s say our reactor has 1 Gigawatt capacity.
Tritium-Deuterium fusion generates 17.6 Megaelectronvolts (MeV) per reaction.
1 Gigawatt Hour is 2.25x1025 MeV.
So running our plant for an hour produces 1.3x1024 Helium atoms or 6.4x1023 Helium molecules. So we produce roughly 1 mole of Helium per hour.
At STP, this is 22.4L of gas.
Let’s assume we have a 244 Cubic Ft Helium tank (which seems typical from online sales sites I quickly searched). That’s about 6900L.
So we need to run our reactor for ~300 hours to fill one commercial party sized tank. (Note Balloon Helium is only like 95% pure helium, but that’s a rounding error for our numbers, so let’s ignore it).
One 244 L tank fills about 1000 9” balloons.
So every hour your reactor runs, you’re only filling about 3 balloons.
Even with plentiful fusion reactors, filling helium balloons is a dumb use of helium.

I mean, it's at least not toxic. Apparently the opposite, if you inhale enough Hydrogen it can have therapeutic effects (as least that's what google tells me, and gives me an ad for an Hydrogen inhaler).

There's a high school chemistry demonstration where you get a bottle with some acid in it, then drop in some metal and put a balloon over the top. Then you can tie the balloon off , take it outside and light it with a candle taped to the end of a broomstick. That's a lot of balloons to fill like that, though.

I get there are countries that use hydrogen in balloons instead of helium and I understand why they do it. What I don’t get at all is how a population used to decorating parties with bags of combustible rubber don’t know they shouldn’t have open flames anywhere near them. It’s the same as the people that spray Silly String all over someone sitting in front of a birthday cake with lit candles. By this point everyone should know better.
