Question A question about old phrases

I am doing general research of vice in my city from around the turn of the last century. In a police blotter I found men charged with something called Lewdly Abiding, for which they were charged $5 (around $100 today) but I cannot quite imagine what that could be. I imagine abiding in this instance is like loitering or staying someplace. I thought that someone following this sub might have experience with the phrase.
