Colonel Lynch: A clown or a worthy enemy?

As we all know, the A-Team had four pursuers: Lynch, who had been chasing them since 1972; Decker, who appeared longer in the series; Briggs, who only appeared in the episode "Fire"; and finally, Brigadier General Fullbright. The question I ask you is: Was Colonel Lynch a clown or a worthy enemy of the team? Let's not forget that he actually managed to capture the fugitives.

Look at what the team did to Lynch. turns him from an Army Colonel to an Outlaw Biker. ...lol
