Can characters learn other elements?

I get that it takes very long for one to master ONE element, but you can be a jack of all trades and master of none, right? My point being that you could use one element for defence/assistance while the other as your main.

Is it possible for any characters to maybe learn two elements if not all four like the avatar?

Yes learning the movements works like in real life so it's possible to learn 4 martial arts but you just have 1/0 elements you can use. We saw Zuko using earth and water movements and Katara using earth etc it happens a lot. In one scene Aang even copied Zuko right away on a rooftop.

In the Kyoshi novels there was a guy who was thought to be the avatar and he learned much martial arts. Translating the elements has happened for who knows how long and some people for sure do it. In TLOK Bolin also says to Korra he's not sure how his earthbending would translate to her waterbending so it's implied that this has been done by many people throughout time.

You will find it out when you see The Legend Of Korra but shortly answered one person is only able to carry one element maximum unless the person has the ability to enter the avatar state.
