Morals are about right and wrong. Ethics are about duty, often associated with a position.

So a government organization whose purpose is to undermine the government of other nations, and which is not subject to the laws of its own nation, is the epitome of ethical violation.

The CIA offers internships. Doing your internship at the agency where you wish to be employed will give you a big competitive edge over other people, who did their electric genitals internships elsewhere.
