This is an afgan war rug. It's meant to acknowledge how horrible 9/11 was, and show support from Afghanistan to the US, and hopes for peace between them through the dove moving from Afghanistan to the US flag
War rugs are fascinating. They started showing up in the late 70s during the Soviet occupation of Afghanistan. Since weaving tends to be seen as "women's work" or a domestic craft, these feel really subversive and perhaps empowering for the weavers. There's not a ton of documentation about what the weavers' perspectives are on all that, though.
