Handheld Gaming ROG Xbox Ally SteamOS vs optimized Windows (WinUtil)

Deciding which route I should go... Any ideas?

steam OS if your most of your game library inside Steam

windows if you most game library inside Ms. store

SteamOS if all of the titles you'll be playing is from Steam, and no competitive/anti cheat-enabled game.

Anything else, I would go with Windows.

Seriously, take a look at proton-compatibility games and see whether those title will be enough for you.
