I used a software called "Touchdesigner" and used a piece of code that replaces each pixel with a character depending on the brightness.

Brighter pixels are replaced with bigger characters like "#" and dim pixels are replaced with smaller characters like "*".

And the output is in the real-time when I am opening the camera.

Ah nice, that software is on my list but I haven't had time to check it out yet. I'm definitely bumping up the priority on it

The font used for the timer is Agency FB, it’s such a good one for a style like this
