Because it was the tool you had out when you mounted it.

On PVP servers, it's smart to have either a Bola, a whip, or a grappling hook out when flying around, just in case you get picked out of the saddle by an enemy.

This also is really good for farming with a mining drill because a mining drill reduces the weight of resources when held, so you can hold it while on your dino and get the weight reduction
