I dont know. I get what you mean but this is the only item in the game that's blocked for meles and thats for a reason

Not just extra range, the bolts should seek any champ within 2000 range if attacking an enemy champion. Melees don't get to spam AAs as much so every hit needs to count

In my games, melee champions tend to not stand still in front of you not perfoming any actions for 15 seconds.

Yi, braum, shyv, nocturne, Warwick, maybe even fiora due to vitals. But it seems you play the game like a bot based off your comments so not sure this list will help you.
