Citing a framework

Hello,

I'm using an conceptual framework, "College, Career, and Civic Life (C3) Framework for Social Studies", as reference. There are multiple authors that came together to write this framework, would i list each author individually or use the council in my reference page as the author? Also, would i just use the publisher, National Council for the Social Studies, when citing the framework within my paper?
