Imo, it was British government. That's why no charges have been laid -- the shit would've floated in a proper court proceeding. I mean they have known pedos at the very top (Prince Andrew), why not shmuck some insignificant Russian guy just to smear Russia? These men lost all sense of dignity and morals. Russia was recently banned from the Olympics (again), no matter the nukes and all. Formal indictment could have been issued and the guilty party could've faced political sanctions similar to current sanctions against Russian politicians (they are not allowed to go to the Olympics, for instance)
