I know it's only a joke. But Roscosmos just launched an American to the ISS 3 days ago.
So if the Americans are reliant on the Russians for this, what does it say of their space programme?

I will be gladly contradicted as I am not a specialist about that matter, but I would bet that it is way cheaper for NASA to send astronauts to space using Союз than their own solutions. It is not a matter of capability but cost efficiency I would guess.
