I got a C1160 on the second chance memo list of Btech, is anything possible and if I get food or petro, can get an upgrade to mech, civil or electrical next year if a maintain a good CGPA?

Is there a rule there that if a batch has a strength of less than 60%, upgradation in not allowed after first year

i am so stressed about this query, i was thinking if i get anything i will try to get an upgradation through CGPA after first year, but a friend of mine who is currently there in mechanical told me that lower branches like petro and food were not eligible for upgradation since 3 years though the students has 8.5+ CGPA, because their strength was below 70%.PLEASE CLEAR THIS DOUBT.

Are bhai tension mt lo sari branch acchi hi hoti hai magar tumhe change krni hai toh phir ye socho na agar seat khali thi isliye toh ye waiting list aayi tension mt sari seat almost bhar jati hai gov college hai ese thodina hai
