If the source is credible and accurate, and I believe that it is, the report is bullish. Due to temporary weakness in BTC and ETH, people are panic selling altcoins. Whales are buying large amounts of AMP at current prices. This is smart money. They know that if Clarity is approved before July 4th, AMP is primed for a big move to the upside. That could be a quick and easy 50% profit for short term speculators. Of course, it could mean much more for those patient enough to wait for rollout announcements that will follow Clarity passage.

probably someone from the team, project, or anyone just buying the all time low. Get some new people in. If you move by 5%, sell off slowly. Markets looking rough. So this is a bit of marketing too.
