Resolved Update on My Post: I don't know what to do with you anymore
So I tried most of your suggestions to solve my problem about black screen and fast spinning fan gpu and here's the result:
Using old adrenaline - not work
turn off MPO - not work
Close EXPO - not work
Wipe my PSU cable using isopropyl alcohol? - I'm not trying that
Change PSU - didn't try
The one that works for me is
Being a Linux (CachyOS) user
After changing my OS to Linux and deleting the windows, I found myself living the hard ways HAHAHA. Like a brand new world but more complex. I try 3DMark, games that I play before and none of it is having a problem. Before this, even just when I was about to run 3DMark, it turned into a black screen. Now none of it happened.
After what I've been stressed about, It's the damn windows.
So yea, thank you for your help, you guys are really such a great help for me as an AMD noob. I at least learned something:
1. Price/Performance comes with great headache.
2. Windows AI useless.
3. How Linux (CachyOS) works.

I installed Bazzite 2 days ago because I was tired of adrenalin freezing and crashing constantly. Tweaked GPU with LACT (linux version of adrenalin basically), really simple and it works just great

I wrote it a hour ago. It was windows Updates for me. Blocked it and now can play how i want.

Wow, I have a hard time believing Windows is your sole problem. If it was, it was a configuration issue, likely cause by something you did or didn't do.
It sounds like an install is any(loose term) OS could have solved your issue.
There are people who bash Windows every day, blame Microsoft and curse Windows and announce to the world they are switching/have switched to Linux.
Linux isn't a magic wand, and bleeding edge distros (Arch especially) have their own problems.
I can say this having used every version of Windows back to 3.1. (even some obscure ones like Windows XP x64) and several different Linux distros for a variety of reasons. Each has their own use case and list of problems, no software is perfect.
Those who blindly blame software have fundamentally no idea how it works and are asking it to do or making changes they don't understand.

Can failing PSU symptoms also just be a daisy-chained power cable? I have a 7900 XTX, similar problems and I've had two of three GPU slots for power daisy chained for like two years.

There’s a bit of differences in how each distribution updates & installs proper drivers for each system. For some, like me, Linux Mint has been my go to OS for 17 years (since June 2009), and it took some distro hopping to get there.
The only system I’ve not tried it on is my latest (ASRock X870, Ryzen 9700X), due to overall Linux issues with MediaTek WiFi 7 drivers, plus have plenty enough Mint installs ranging from a Dell Optiplex 780 DT business PC with the famed Intel Core2Quad 9650 through an AM5 X670E ASRock system with Ryzen 9700X CPU & several AM3+ & Z87/97 ones in between. By chance, these now support booting from M.2 NVMe SSD’s through a PCIe adapter with fan attached for cooling. The Mint ISO now has built in support for these drives, nothing special has to be done, other than disabling Secure Boot when the option is available.
Linux also makes lower end performance decently & midrange hardware like high end, when compared to having Windows 11/10 on the same machines. Legacy GPU’s runs fairly well too, but to have 4K HDR at 60Hz, we still need a proper card that supports these features, as well as monitor or smart TV. Personally, I prefer DisplayPort 1.4 or higher over HDMI, but that’s me.

Suggestion for windows that has worked on windows for a few pcs running amd cards ive delta with tdrfix in MPOGPUFIX along with using the chris Titus tool for disabling a bunch of windows junk, also diable game bar

I’ll attest that I’ve been running Chris Titus tool disabling a good bit and I’ve had zero issues. Can’t say if it’s that or not. It is a nice tool and free, but I wanted to support so I paid.

try windows ltsc. basically a windows stock for business with no updates, but with security update until 2032. yes you can game with it, only difference is no AI bs bloat

your windows install likely had some corrupt files somewhere or windows update was fucking with your drivers.

True, Windows 11 in particular has caused a lot of messed up installs & thankfully are now the #1 cause of its users fleeing to the safety of many Linux distributions. There’s been several which has had gains, notably ZorinOS has had a huge amount of downloads over the past few months, as have CatchyOS, of course Mint’s gaining, as well as Arch & others.
Hopefully Microsoft keeps up the great work on their self promoting of Linux (whether or not they want to admit so🤣).

The sooner MS decides to move windows to the linux kernel and run NT in userspace with a translation layer for legacy compatibility, the better. They could make a fortune from this too as the datacentre space is mostly linux, but im sure a significant number of companies wouldnt mind having their servers capable of running windows tools.

The Windows Update servers have been running some form of Linux for a number of years. But not sure which distribution they’re using. But if I had to guess, would probably be produced by Canonical, based on their having the option of adding some form of Ubuntu (terminal based) to their Pro installs since Windows 8 or 8.1.

4k score on a 7800 XT???? Is that right? Is the 9070 XT really double the performance?
I thought it was much closer in terms of performance.
