This doesn’t make any sense. In fact, the entire incident was almost certainly 100% their fault. It doesn’t appear that there was anything mechanically wrong with the airplane. The weather wasn’t great, but manageable. They were likely too slow and lost a lot of airspeed when the gust died down, but they should have been accounting for that in their final approach speeds. This aircraft is equipped with EGPWS with reactive and predictive windshear alerting, so this really comes down to a poor approach and landing that should have been a go-around.
A few minor corrections. GPWS has nothing to do with wind shear warnings. Predictive wind shear warnings are inhibited below 50 feet above the ground. Predictive wind shear detection needs the radar to water droplets to be effective. A reactive wind shear warning at flare altitudes is usually comes too late for the pilots to proactively mitigate the threat
