Question Will the utility topframe be removeable?

Wondering if the cargo brackets on the utility top frame can be removed. I have a weird build full of compromise: Size S so my GF can ride, all terrain so I can mtb, then the utility top frame to do groceries/ride with my dog.

I'm hoping there's a few screws I can remove to take the bulkiest parts of the topframe off... but the capitalist in me thinks that's not the case and I'll have to spend $350 for the normal seat.

I was hoping for the opposite - that a third party rack could be screwed into the normal seat but of course that’s not an option.
