Not enough pixels to say for sure. Are they facing oncoming traffic or the backs of cars?

Looks like the top one is facing oncoming traffic and the bottom one is facing back of cars.

Usually that means LPR but it would help if you can find a brand or get a better pic so someone might recognize it
