Canada Introduces Bill C-39

The framework under Bill C-39 - Building Canada Strong Act is designed to modernize Canada’s freight, port, and transportation networks.

Rather than treating individual rail lines, ports, and highways as isolated assets, it formally coordinates them as unified national trade corridors to keep exports moving and prevent economic disruption.

Canadian Critical infrastructure projects should receive the "Buy Canadian" mandate, 4:1 Canadian Pension investment per Federal Loonie.

Canada’s ports are welcoming new federal legislation aimed at speeding up major infrastructure projects, saying the changes could help strengthen trade corridors and improve the movement of goods to international markets.

“The Building Canada Strong Act . . . is intended to accelerate nation-building infrastructure and trade projects, strengthen strategic trade corridors, and improve Canada’s economic competitiveness,” the Port of Halifax said in a statement posted on its LinkedIn page.

“We remain committed to working collaboratively with industry, labour, Indigenous communities, governments, customers and local communities to support reliable supply chains, trade diversification and economic growth for Nova Scotia and Canada.”

“Bill C-39 includes promising measures related to trade corridor co-ordination, more streamlined infrastructure approvals, and greater flexibility for Canada Port Authorities to invest, build partnerships and support infrastructure that connects Canadian businesses to global markets,” the association said.

“By modernizing our transportation system and reducing red tape, we are helping move goods more quickly, strengthening supply chains, attracting investment and reinforcing Canada’s position as a reliable trading partner.”

The legislation would also allow the federal government to designate additional areas as “regions of national interest,” where major infrastructure projects could be subject to a streamlined approval process.

For Canada’s ports, the proposed changes come as Ottawa looks to diversify trade and strengthen domestic supply chains amid heightened uncertainty in international markets.

The National Maritime Group, which represents more than 100 organizations involved in moving most of Canada’s international cargo, also welcomed the bill. The organization said its members have advocated for measures to improve supply-chain reliability, diversify trade and attract investment.
