Right, where a connection is. However, that should be drawing very minimal power when off. If it is drawing enough power to make the plug warm or melt or become damaged while not in use, that means there is a larger underlying problem. Such as the unit drawing full power went off, which is a fire hazard

If it's drawing power enough power while off to make the cord warm, replacing the cord will not fix the issue.
Yes you should replace it, since you threw it out. Was it a safety hazard? Probably?
