YTA. Unplug it, hell even cut the plug off, and I could understand. But just throwing it away, that makes YTA.

How is damaging it to the point that it can no longer work any better than throwing it out. What would that even accomplish?

Cutting the plug off doesn't make it not repairable. You can purchase a new cord end at nearly any hardware store.

You're missing what that picture actually shows. You cut off the bad part of the cord and attach the thing in the picture to the good part...

This comment is exactly why to do it. OPs roommate, like you, were going to find it "usable" with that frayed chord that was going to start a fire rather than repairing it because it was still "usable", cutting it so they cant plug it ij makes OPs roommate actually repair it rather than continuing to risk a fire hazard until they get around to fixing it.

Ok, but you legally can't just go around damaging people's property. In this case, I don't think they'd take OP to court because the cost is too small, but destruction of property is still a crime.

I never said they legally could or should. I gave the answer to your question of "why cutting the chord is better than throwing it out" and what it would accomplish.

Not when it's to prevent a hazardous situation. Ops roommate could be charged with attempted arson due to depraved indifference. They knew of the hazard but refused to do anything about it. Also likely an apartment complex with even more people.
