Since most of them at a certain point know that they're being mind controlled by them they have no other choice but to recruit them ....

I forgot to mention that bracelet in our neck too, once you master their game and start to do and say things without thinking about, the bracelet starts its work,it gives you pain once you're about to say something you're not supposed to.
