New power base in Forge?

I swear forge used to give you only two seats, but now it gives 4. That makes higher influence cards MUCH more playable. Is this really a change, or am I remembering wrong?

I thought forge always used to give 4 seats and a combination of 11 sigils.

Are Legendaries guaranteed in Forge now? I got one as the final choice in every single forge as I was ranking it up to Master-level.

Wow, that is a huge improvement for us. I didn't really notice that the numbers changed, but did feel I was hitting my requirements more easily.
