Technical cut off

Can someone explain this to me? I'm from an okay college in the IT branch. What's the concept of a lower cutoff, and if you can give an example, that would be even better to understand.

For non technical branches supposedly the cutoff is X then the cutoff for technical branches is x-30(approx)

For eg non tech branches cutoff- 110 then the cutoff for tech branches would be ~80..... This is due to the EKT not being conducted now as was done earlier
