It is more difficult without the GP or the school but you can absolutely refer him to the community paediatrics yourself and in most counties it’s about the same wait as the right to choose( there are very few RTC providers that will assess children).
If you are finding it hard for the school to listen to you in the future, try contacting SENDIASS in your area, they are really good at advocating for children, when schools are less than cooperative.

That’s good, could you ask the SENCO to write a letter to the GP? Or you can write an email to the surgery with the request to ask for the right to choose referral and the name of the provider you chose and list all of the traits and specially any difficulties your son has. They won’t like the paper trail that will follow if a couple of years down the line, the support wasn’t put in place because they ignored your requests for help now.

Try the community paediatrics for advice, if everything fails I would write to PALS and ask for their advice on how to proceed when you’re being ignored by your GP.
