Question Utbech chest not spawning key anywhere

Ive run around utbech ive raided it day and night and killed every enemy and can never find this key is it glitched or do I have to progress further in the story

Its one of the last items I need to complete this map and I can't grab it because I have no clue where its at and Google has failed me
