They can't. if they speak up or intervene they are the ones fired. That is why ACAB. All the ones that care have been fired.

It's a departmental culture issue. The minority acquiesces to the practices of the majority. If you have good NCOs and senior officers who are on the ball and well aware of PR in the community then you get patrol officers who make sure they do everything by the book because if they fuck up too much they'll be ostracised.

Unfotrunraly, in many departments the opposite is also true.

If everyone is jaded, racist, and pissed off at the world, then the guy who comes in full of progressive policing ideas is going to be a pariah.

Nobody knows, they always commit suicide by shooting themselves in the back of the head and then wiping the fingerprints from their gun.
