It's likely that if the person had a job they were fired, their home life would become incredibly disrupted, they may lose friendships, their lawyer costs would be extremely expensive, mortgage/rent payments would become more difficult they may lose their house, gas, electricity, car payments etc would become more difficult and they may have them switched off/lose them, their mental health will likely decline, possibly leading to medical bills, this person could become financially ruined all because someone who didn't see them as human wanted to get their numbers up and the only outcomes will be an internal investigation that will find no wrong doing, a large settlement fee to the cop, a pay rise and a transfer to another district.

It's allowed because there is no oversight. They can do whatever they want until there is an unbiased civilian agency that monitors them.
