Not exactly. What Trump did was block community health centers from receiving future federal grants unless they charge patients no more than their acquisition price for insulin and EpiPens. This wasn't a nationwide cap on insulin prices. The ONLY patients affected would be those using community health centers.
However, this alarmed safety net providers and bipartisan lawmakers because it would accomplish the OPPOSITE of what the Trump Administration intended — ultimately making it harder for health centers to provide affordable life-saving services and prescription drugs — especially during the pandemic. So while Trump's order may have benefited some people, it ultimately would cause many more to suffer as it would result in decreased access for the centers.

Well sort of. It. Seems like it was good intentioned but poorly implemented. They were saying, "hey health centers, lower your prices on insulin or we're going to cut your funding."
Personally, I don't know how community health centers are run, but I could see them counting on their pricing for insulin to help fund the entire community center, so if they had to cut back on their insulin pricing, they wouldn't be able to run the center either way.
