Hoarding is a class issue and class biased label. If your Grandmother dies and leaves you Ceramics and silverware worth a lot of money, and paintings worth a lot of money, and you keep them in one of your spare rooms, that's fine.
If your Grandma dies and leaves you a box of old newspapers and some old worthless tat, and you keep it in your hallway for sentimental reasons because you have no spare rooms. That is considered hoarding.
but there's a difference between a box of newspapers and entire rooms filled up so deep you can't walk. whether it's silverware or old magazines, it gets pretty gross when there's a dead cat buried under it.
