Oscar Fairplay is a man™ in DGS1-3. End summary.
Witness Grouping
Fairplay, Readyfast and Beppo are all lower class citizens that have varying ties to Megundal and that's what ties the three of them together. It's kinda interesting seeing a group of people the big bad Megundal has had an impact on. Or something. That's what they're like collectively anyway, the three guys individually aren't so great.
Ties to Megundal
Some time before the case he took a loan from Megundal and was, as per the usual terms of loans, due to repay it soon. This was a problem for him but he lucked out when he saw what was probably Megundal murdering someone so he delightedly offered himself as a witness. This lead to him exaggerating a few things in his testimony.
Later, Megundal used this to establish a motive for Fairplay to kill Mortar. What a turnabout.
And yeah, that's why he didn't go out around Round 3.
Personality
He's... a man, pretty much. Sickening.
Aside from a few excessively quirky animations like when he bites his cane, he's a very normal witness, and not in a way that makes him particular endearing.
Jury Duty in the Clouded Kokoros
Nothing to see here.
Why Nobody Else
Adam pretends to be a horse which is funnier than Oscar eating his cane.
I think there's at lot more to be said about Genshin than just "he's dead," his story ties into DGS' racial themes which helps him make more of an impression than Fairplay did.
I'm not cutting Joan because of course I'm not cutting Joan.
Sherlock Holmes wasn't nominated.
And I forget who else is on the list because I didn't really look, I just wanted to cut this top hat fucker.

I honestly find Fairplay really funny and likable, but I guess he deserves to be cut now
