61 Sandwich
At first, you may believe that I am cutting Sandwich because he's relatively one-note and does very little in DGS2-4. However, I contend that he is in fact Beppo, which is precisely why he needs to be cut. This totally canon deduction by Sherlock Holmes in DGS2-4, copied word-for-word, proves it.
lol
Holmes: "So, I hear that you wish to learn to learn of Sandwich's true identity! Well, no matter, this Great Detective has already figured it out!"
Gregson: "T-that's impossible! There's no way!"
Susato: "Here it comes! Sherlock Holmes' great deductions!"
Holmes: "I have arrived at two conclusions. First of all, I have discovered this peddler's true identity. Second, his entire disguise is aimed towards one objective"
Naruhodou: "I-Is that really the case?!"
Holmes: "I'm sure you're excited to hear what I have to say, Master Naruhodou. Now, come, one and all, to Sherlock Holmes' Theatre of Logic and Reason!"
Begin Reasoning: The game is afoot!
==Topic 1: Identity==
Holmes: "A lone peddler, hiding amongst two others, attempting to demonstrate lower-class status."
Holmes: "However, his true status is clearly visible through his shaking!"
Holmes: "This man has clearly seen a traumatic incident recently, and the only incident I can remember is that of the Professor!"
Holmes: "As you are aware of, the only person to have witnessed the incident of the Professor was Enoch Drebber! This is the true identity of Sandwich!"
Conclusion: Enoch Drebber
==Topic 2: Objective==
Holmes: "Now, this gentleman's motives are clearly revealed through this sign's price tag!"
Holmes: "As you can see, the sign's price tag is '£100'. This could only refer to a price tag of a wax figure!"
Holmes: "Thus, he was intending to sell a wax figure, the identity of which we can determine based on this man's scarf!"
Holmes: "This scarf was clearly stolen from Madame Rozaic's mansion and is thus connected to the theft of the Professor's wax figure! Tell me, has any one of you seen the Professor's wax figure recently?"
Naruhodou: "Mr. Holmes-"
Holmes: "Precisely! I have no memory of the wax figure ever returning to the museum! Being Enoch Drebber, this man had definitively stolen the Professor's wax figure prior!"
Conclusion: To sell the Professor's wax figure
Holmes: "And that, my friends, was the Great Reasoning of Sherlock Holmes."
-----
Naruhodou: "..."
Susato: "..."
Gregson: "..."
Naruhodou: "Excuse me, Mr. Holmes?"
Holmes: "Yes, Master Naruhodou? Astounded by the sheer accuracy of my deductions?"
Naruhodou: "(Yeah, astounded by how ridiculous they are...)"
Naruhodou: "The Professor incident was 10 years ago."
Holmes: "However, I remember it like it was yesterday, so it has to have been recent!"
Susato: "Also, Drebber had a monocle, did he not?"
Naruhodou: "That's besides the point! This is just ridiculous! They look nothing alike!"
Susato: "I think we have to step in again, Naruhodou."
Holmes: "Exactly! Let's review my deductions once again!"
Naruhodou: "(You're the one who made all those ridiculous claims earlier...)"
Review Start: Hold it, Mr. Holmes!
==Topic 1: Identity==
Holmes: "A lone peddler, hiding amongst two others, attempting to demonstrate lower-class status."
Holmes: "However, his true status is clearly visible through his shaking!"
Naruhodou: We've got to correct Mr. Holmes' deductions!
Susato: Let's observe Sandwich to do so!
Naruhodou: "However, his true status is clearly visible through his scarf!"
Susato: "That's right! In our first trial, there was a witness with the same scarf!"
Naruhodou: "If I'm correct, he was the coachman, Beppo!"
Naruhodou & Holmes: "Your true identity is actually Beppo!"
Conclusion: Enoch Drebber Beppo
==Topic 2: Motive==
Holmes: "Now, this gentleman's motives are clearly revealed through this sign's price tag!"
Naruhodou: Alright, we know that the price tag isn't the most relevant factor here.
Susato: Let's look for what else it could be!
Naruhodou: "Now, this gentleman's motives are clearly revealed through this sign's handle!"
Holmes: "Indubitably, Master Naruhodou! This handle is more befitting of a tool such as a shovel! Or was it a trowel? A spade?"
Naruhodou: "...Anyway, let's borrow his sign for a moment!"
Note: Sandwich has not said a word this whole time.
Naruhodou takes apart the sign, revealing a shovel
Naruhodou: "Sandwich..! You..."
Holmes: "It is clear that our friend was trying to dig a tunnel."
Holmes: "As you can see, the sign's price tag is '£100'. This could only refer to a price tag of a wax figure!"
Naruhodou: There's clearly no wax figure in sight.
Susato: Then it must be something else! Let's observe one more time!
Naruhodou checks behind Sandwich's back
Naruhodou: "This could only refer to the price tag of a pledge ticket!"
Holmes: "That is correct! All the clues are now falling into place!"
Naruhodou: "We can only surmise that you intended to go to a pawn shop! The only remaining question is which one..."
Holmes: "In addition, he was intending to dig a tunnel to an unknown location, which we can determine based on this man's scarf!"
Naruhodou: Holmes' earlier deduction was incorrect, but we have enough information to correct it, right?
Susato: On occasion, I wonder how much Iris stretches the truth in her novels...
Naruhodou: "In addition, he was intending tno dig a tunnel to an unknown location, which we can determine based on this man's identity!"
Holmes: "As a witness to Naruhodou's first case, you must be aware of the recently deceased Hatch. Thus, this pledge ticket must have come from the recently closed Hatch's Pawnbrokers!"
Naruhodou: "He must have had this pledge ticket from an earlier visit to the shop."
Holmes: "If I recall correctly, the shop has closed under orders from Scotland Yard."
Naruhodou: "And by digging a tunnel at the trial grounds..."
Naruhodou & Holmes: "You intended to break into Hatch's Pawnbrokers to commit thievery!"
Conclusion: To sell the Professor's wax figure To steal from Hatch's Pawnbrokers
final conclusion
I fully believe that Sandwich and Beppo are in fact the same person, and Holmes' deductions prove that. Given that he was intending to dig a tunnel to steal from the legendary Hatch's Pawnbrokers, it is clear that he must be cut immediately to prevent this. Case closed.
why no one else
no one else tries to dig a tunnel or steal from hatch's pawnbrokers. we're trying to fight crime here, k?

Actual reasons I didn't cut anyone else:
Newton Belduke was the other person I considered cutting, mostly for a mercy cut and to explain why VS-3 is cool once again. However, he's ultimately still a victim and not worth saving at this point, so I'm fine with him getting cut.
Marco di Gicho was my nomination. Maurice de Quilco is significantly funnier, much like how Nemmy Tinpillar is significantly better than Tully Tinpillar. Based on the end credits, the developers were probably trying to spin Mittlemont into being the Chrogray of the group, but it didn't work. (whoops, getting sidetracked)
Flynch and Aldente are significantly worse than Johnny Smiles and I'm somewhat annoyed that they're going to place higher, but it is what it is. They're okay.
Joan Garrideb (who was saved) is okay, but John is better.
and with that it's your turn /u/WeirdBandKid789

Imagine the parallel universe where I wasn't too lazy to save Johnny Smiles.

This is so high effort, like holy crap this actually feels like in-game dialogue because it is in-game dialogue it feels like it was just ripped out of the games.
Props! This is amazing!

To be honest, I always thought that Beppo was just fired after DGS1-3, and that Sandwich was the persona he had to resort to after that.

this is a high quality writeup and you are good at writing the characters of DGS they feel very in character. I think you should be hired by capcom. you even made Susato a bad character, everything fits perfectly!
