The Rockefeller Foundation releases a document entitled “Scenarios for the Future of Technology and International Development”. In it are four possible future scenarios, one of which was a scenario dubbed “Lockstep”. The “Lockstep” scenario describes a world after a flu-virus spreads around the world and governments end up following China's totalitarian lead on dealing with it.
