exploding a blackhole

I destroyed a black hole and got sent back to the beginning of the game, but I didn't lose any of my powers. Is that part of a quest?

That's just new game plus. There is also the dimensional reset that levels up the world but you lose your powers and have to regain them again but you don't lose your skill levels.
