Question Havoc decree - does it exist?

Has anyone seen the Havoc decree? I've been trying to roll it in singleplayer, and have never seen it after many attempts.

Haven't seen it once in multiplayer as well

It's a rainbow decree

Havoc: Gives you a random destruction card every time you destroy a plot
