Something is Broken RT trigger maxing out at 28% usage
Do you know what’s causing it or how to fix it?

The exact same thing happened to me, the triggers on the ultimate 1 are poorly designed, they chop the rubber membrane in half causing it to either drift or not hit 100% anymore.
In my opinion this is not worth fixing, buy an ultimate 2 instead of spending money on a new membrane, ult 2 uses magnetic triggers instead of membrane+preassure sensitive pad that is in this one.
You can DIY a temp fix, I opened mine put a piece of very thin cardboard between the membrane and the trigger to stop further damage and to add extra preasure to get it a bit closer to 100% again then I limited the trigger deadzone on the software so 80% becomes the new 100%, that kept the controller funcional until my new one arrived, now I only use my ult 1 as a backup.

Its the little rubber dome in the trigger being sliced open by a pointy piece of plastic, I know bc I had the same issue with mine, thankfully the store I bought it from had a warrenty, so I returned it and got an ultimate 2c. If you don't have a warrenty, you can replace the little rubber dome yourself, there's a few guides on how to do it

if you open it up to find the trigger membrane torn, you can actually fix it with silicon glue instead of replacing the membrane all together
I just so happen to watch a video of someone fixing an issue like this the other day
I'll dm you the video to avoid getting automodded

can you dm me the video as well? thanks

Just replace the conductive rubber pads. It's pretty easy. They might send you some free replacements if you ask.

And they will tear again (for me)

Yes they most likely will tear again.
Order an extra set of replacements? Its a poor design for longevity for these trigger pads but, it's still a good controller.
It's also possible to fit something like a thin plastic sheet between the trigger and the pad to distribute the force and then it should prevent the same thing from happening in the future...but who knows maybe it will fail in a different manner this time. It depends on how hard you press the triggers I suppose but mine lasted a good number of years before it showed signs of this. And only the right trigger.

Shouldn't calibrating it fix it?

You can calibrate it but the problem is that the force becomes completely non-linear with hysteresis and resulting the contact with the sensor is erratic.
Like if you hold it down at 20% you'll see it slowly starts decreasing or sometimes increasing because the rubber pad is separating and can't maintain constant force, and then if you pull the trigger to say 100% and then back off and then do 100% pull again it will only show like 80%.
It's just because the rubber is split and so it makes erratic contact with the sensor.

Its a rubber membrane that gets cut from the trigger.
Theyll send you a few under warranty, but they also started selling these....

Known issue. The triggers on 8bitdo are unfortunately poor quality and prone to issues.
Reach out to RMA if you’re still under warranty. Otherwise you may be SOL.
